Written testimony and oral comments via telephone will continue to be accepted for one week after the public hearings.


FIRST PROPOSED AMENDMENT:

Add new Section 1-109 to the Charter of the City of Portland as follows:
1-109 Use of Animals for Crowd Control

The City of Portland, through its employees or agents, shall not use animals for purposes of crowd control.


SECOND PROPOSED AMENDMENT:

Add new Section 1-110 to the Charter of the City of Portland as follows:
1-110 Use of Chemical Sprays for Crowd Control 


SUMMARY OF SECOND PROPOSED AMENDMENT

The Police Accountability Subcommittee of the Charter Commission recommends adding a new Section 1-110 to the Charter. Section 1-110 would prohibit the City from using chemical sprays, such as pepper spray and mace, for crowd control purposes. The prohibition would apply to City employees and to agents acting on behalf of the City.

The City of Portland, through its employees or agents, shall not use chemical sprays, including pepper spray and mace, for purposes of crowd control

Free the Police Horses

When I was at the eviction of Occupy in Portland and the police horses were forced into the crowd, the first thought that went through me was the horses were going to hurt someone. The second thought was why the hell are the police using animals to hurt other humans. Now my thoughts are to take the horses away from the cops. Seems like a good project for us to take on. Want to "take a ride on the Justice side?" This is something all of us can give some time to, maybe we can see these beautiful horse retired to a farm, enjoying life. I know we are all busy but I got really pissed at the cops for making these animals move into the crowd and risk being hurt, when all the horses wanted to do is eat some hay. E-mail me and after some ground work, if enough of you feel bad for those horses as I did that night, let's work to "Free the Police Horses."

This is an ongoing protest to remind people we are still at war, still supporting Israel with more than 3 Billion bucks to cause havoc in the Middle East. Each Friday more and more people understand why we are there and that is always encouraging when we feel cold and tired, please do something every day for Justice and Peace.

I had the pleasure of asking a few questions and listening to Commissioner Amanda Fritz explain why she should get our vote come next year to remain on the council. Mary Nolan was also present at the East Side Democratic Club. Both politicians gave opening remarks and took face to face questions for over two hours; it was fascinating for this old activist. In my opinion Commissioner Fritz won.

Mary Nolan came across arrogant and never really answered my question about why she is running against another woman on the council, when she could be running for Mayor Adams' seat. I have a big problem with candidates who think they know more than the rest of us, Ms. Nolan is very bright but not as bright as the people of Portland. I said that if Comm. Fritz voted for rejoining the JTTF that would be a deal breaker for me and I would not vote for her reelection, I may have to rethink that problem when I cast my vote. We do have some time to make up our minds; I will never again vote for the lesser of two evils. There were two other surprises for Roberto and I.

We attended a meeting of the Charter Commission for the city and I was taken aback concerning their power. I did address them on two issues that cause me pain when dealing with our city. The first one is the terrible use of the police horses during the eviction of "Occupy Portland" from our parks. Roberto and I have often cringed about using animals to move crowds during demonstrations. Portland is often experiencing rain and that makes it very dangerous for our horses due to the sidewalks being so slippery. I ask that they consider retiring the horses. The second request, that our police be banned from using chemicals like teargas or pepper spray. They could effect change of both of these things by making changes to our charter. The city charter is like our constitution but on a local level, we shall see. I was the only constituent there from the city of Portland, I will let you know the next meeting and you should go if you are a citizen of Portland. There was also a great meeting of the Occupy PDX Labor Outreach group at the Lucky Lab Brew Pub, I love good beer and this group was fun to be around. It is very new but has great potential, besides the beer was very good. I got to give my speech about Occupy being co-opted by us old farts. I was glad that many established groups were also aware of not absorbing this wonderful movement and letting it be what it is.

There are lots of things to do, don't worry about making mistakes, you will. Remember if you need to make a choice, just ask yourself if this decision helps others and you will be ok--if the answer is, it helps only me--don't do it, move on.

The rally will begin at 4:30 PM at Terry Schrunk Plaza, between SW 3rd and 4th at Madison

The route will visit a few symbolic sites, and will end at Occupy Portland.

Come join veterans and community members from across Portland for a national day of action in solidarity with Oakland's General strike and against police violence. This day is being called to support Marine Corp. Veteran Scott Olsen. Olsen, a member of Iraq Veterans Against the War [ IVAW ], was struck by a police tear gas canister and suffered a cracked skull during an Occupy demonstration Wednesday, October 26 in Oakland.

 

 A call has gone out from Oakland for cities across the country to say no to violence against the Occupy Movement and no to police violence and to stand in solidarity with the general strike being called for Wednesday.

The rally will begin at 4:30 PM at Terry Schrunk Plaza, between SW 3rd and 4th at Madison - march at 5:30 PM.
The route will visit a few symbolic sites, and will end at Occupy Portland.

This is an open invitation - bring friends, family, allies, and organizations!

This Wednesday I will return to City Hall to let them know that we want a new council come November of 2012. Randy not running, Sam not running and Amanda is running against Mary Nolan. We told the City Council not to vote for the JTTF, they did. We told the City Council not to vote for the Sit-Lie (lie) ordinance, they did. We told them not to cave in on the covering of the reservoirs, they did. Two out of the three up for reelection are not running because they know they would lose, only Commissioner Fritz remains to defeat. We have a great opportunity to vote in 3 new people, a majority of the council and we should do that to send a message that if you go against your constituents, you are gone--finished--out of there--can you hear me yet Commissioners Salzman and Fish. We honored ourselves by protesting against these measures but got busy with other stuff, rejoin the fight----we are winning this one.We should ask all candidates if they will rescind these terrible ordinances and actions by this group of "Dropes!" As America is convulsed in the ‘debt debate’ it is an appropriate time to revisit the words of  Oregon’s esteemed Senator.

The vulnerability of this Nation today is that we rank at the bottom of the list in math and science, and that at least 20 million Americans cannot read or write.
